The U.S. strike on a Venezuelan boat reportedly killed 11 people and has raised profound legal and ethical questions. Was this use of lethal force lawful under U.S. and international law? And what does it signal about the future of U.S. military power and accountability?

Brian Finucane, Senior Adviser with the U.S. Program at the International Crisis Group and a leading expert on the use of force and national security law will examine the strike through the lenses of U.S. law, international humanitarian law, and human rights law.
